Count O’Reilly, the governor of Cadiz at the end of the 18th century, was the driving force behind the construction of the San Carlos neighbourhood. This urban development project allowed the Enlightenment principles to be unitarily applied to this whole sector of the city.  Some revival principles were introduced and years later, in 1797, they would become the first municipal byelaws.
The emphasis throughout the neighbourhood was for harmony and uniformity of the proportions both in the structure of each of the buildings and in their relationship with the other constructions, where classical features were used with rejection of any Baroque trend.
